The War Department affected the Confederate economy by becoming a part of it. Clothing and shoe factories, mines, arsenals, ordnance plants, powder works, and other industries opened up throughout the South. Great was the effect of these government-run establishments on the Southern economy. Not only did the state provide jobs, from piecework for ladies in uniform factories to full-time employment for skilled machinists, but also the needs of these government industries spurred activity in the private sector of the South’s fledgling, industrial economy. And government operated mines led to virtual monopolies in the production of some raw materials.
